Inception Report
The inception report outlines the project context, objectives, methodology, and timelines. It identifies challenges such as limited funding, skills shortages, and gaps in post-project O&M—reinforcing the need for an open-source Capacity Expansion Model (CEM) to achieve NDC and RERM targets.
Situational Analysis Report for Renewable Energy Sector
This report analyses the current energy landscape, policy settings, investment environment, and grid constraints. Key findings include:
- 97% of Honiara’s electricity is generated from diesel.
- Less than 3% is supplied by renewable energy.
- Technical and financial constraints limit RE uptake.
- Major RE opportunities ahead (Tina Hydro, utility-scale solar + BESS).
The report recommends actions across planning, finance, capacity-building, and grid modernisation.
D3.1 Framework & Planning
D3.2 Modelling Inputs
This report examines policy and regulatory settings, national objectives, and linkages with NDCs and SDGs. It also sets out how the CEM can be integrated as a national decision-support tool and identifies implications for long-term expansion planning processes.
This foundational report defines:
- Baseline grid conditions
- Technology options and cost assumptions
- Scenario design
- Alignment with RERM, NDCs, and SDGs
Technologies assessed include diesel, hydropower, solar PV, geothermal, and biomass. It provides the analytical basis for the first generation of the Honiara CEM.
